If you upgrade a planet citadel it becomes like a ship after the Transwarp drive is built. Using Fuel Ore you can move from sector to sector and trade cargo like a ship.
Before a Transwarp drive is built if the planet is in a sector with a port, or you built a port and it finishes, you can trade cargo with the port provided it is buying the cargo. Sell organics and equipment and save fuel ore for colonizing and moving the planet.
The easiest way to trade with a planet is the Planet negotiation option when you dock with a port:

The planet negotiation option isn't the best price but it is quick. It is good to use in limited turn games.
Another method is to use a warp drive in your ship to use fuel ore to transwarp to a port and sell the product and then transwarp back to the planet and sell some more. Scripts are good for that to calcuate how much ore is needed.
The planet buy down is simply using a ship with the most cargo holds you can afford to take products off the planet and sell them to the port one trip at a time. Combine this with a planet with Transwarp and you can move the planet and then sell off the products at each port. Even buy down a port using credits to fill the planet up, and then transwarp the planet to another port to sell it off. One can earn millions of credits this way.
An advanced trick is to use the "O" option at the main menu to upgrade the ports to buy and sell more products, once they refresh and regenerate they will buy and sell more. Just keep moving the planet and buying and selling products and don't sell your fuel ore to use as a fuel and you'll do great.
